Why does global data for Mexico capture less samples than continental but has a more recent sample than continental [updated]?

[Update: ok, IIUC, each data set, global and all the continents, is a different subsample of the entire dataset. Thus, the global data doesn’t necessarily contain all the samples of the continents. Please look at bolded question.]

Please refer to the attached images. The most recent sample for clade 20C from the global data is 2020/12/08 and for continental data it’s 2020/11/18. Am I looking at this correctly? If so, why is this the case?

Rather than switching between global and the continental data, what is a configuration that’ll consistently show all the variants present during a specific period, and their most recent sample for a filtered country?
